Why do they do so in the unspecified time range, even if they do it in winter, even in cold weather?

I called 87 times and they didn't pick up the phone once. I can't get my transactions done. No interested person, no minister. It may be the worst managed transfer office in the world. This is not seen even in Africa, the taxes we pay are haram...

Yalnız ilk girişte odalardan birinden sigara kokusu geliyor, eminimki ne kaymakam nede yıldırım emniyet müdürünün bundan haberi yoktur. Bunu da önlelerse mükemmel olur. All officers are doing their job properly. Only at the first entrance there is a smell of cigarettes from one of the rooms, I am sure that neither the district governor nor the lightning chief of police is aware of this.
