Mehmed Efendi Van'da dünyaya gelmiş, doğduğu şehre nisbetle Vanî ve Hoşâbî nisbeleriyle anılmıştır. Mehmed Efendi, Hoşap kasabasından küçük yaşlarda ayrılıp Van’a gelerek ilim tahsiline burada başlamış, ardından Tebriz, Gence ve Karabağ’a gitmiştir. Karabağ’da hocası Molla Nûreddin Efendi’nin yanında on yıla yakın bir zaman kaldıktan sonra Erzurum’a geçmiş ve İstanbul’a gidinceye kadar orada yaşamıştır. Vâizliğin yanı sıra ilim meclislerindeki sohbetleriyle de tanınan Mehmed Efendi, Zilhicce 1069’da (Eylül 1659) Erzurum beylerbeyi olarak şehre gelen Köprülüzâde Fâzıl Ahmed Paşa’nın takdirini kazandı.
 It is also said that the mosque was built by a philanthropist called the olduğun Kelhacı tarafından (Kel Hacı Mosque).
Mehmed Efendi was born in Van, and the city where he was born was attributed to the religions of Vanî and Hoşâbî. Mehmed Efendi came to Van from the small age of Hoşap town and started his education here, then went to Tabriz, Ganja and Karabakh. After he stayed in Karabağ for a while with his teacher Molla Nûreddin Efendi, he lived in Erzurum until he left for Istanbul. Mehmed Efendi, also known for his conversations in the parliaments as well as in his honor, won the admiration of Köprülüzâde Ahmad Pasha, who came to the city in Erzurum in 1069 (September 1659) as the beylerbeyi of Erzurum.
