Fakat bireysel olarak bunlarla baş etmek mümkün olmuyor. Devletin vatandaşın temel sorunlarını belirleyip bunlara yaptırımlar uygulayarak vatandaşın hakkını gözetmeli. Sonucunda bu ilk adım gsm ofisleride kendilerine verilen yetkileri kullanıyorlar. Onlarında yapabileceği bir şey yok.
