Rumeli Şarki Vilayeti tarım kesimine (çiftçilerine) ait ziraat sandığı işlemlerinin yürütülme biçimi ve idaresi hakkında vilayet kanunudur. Padişah hazretleri namına (olarak) dahiliye tüzüğünün 13. ve 54.cü maddeleri mucibince tarım kesimine ait olan ziraat sandıkları işlemlerinin yürütülme biçimi ve idaresine dair düzenlenen 1881 sene teşrini saninin 11. ci günü Vilayet meclisi umumiden kabul olunup, arz oluna, yürürlüğe girmesi hakkında Padişahın onayına bağlı ve sunulan işbu kanun hükmünün valisi bulunduğu Rumeli Şarki Vilayeti’nde icra hükmin tutulmasını ilan eylerim.
BİRİNCİ BÖLÜM
1. Madde; Ziraat Sandıklarının kurulmasından amaç, tarım aletlerini temin ve almak veya arazisini sürmek ve ekmek için Akçe ihtiyacı olan tarım kesimine yeterince borç verilmesinden ibarettir.
İKİNCİ BÖLÜM
Ziraat Sandıklarının sermayesi hakkındadır.
2. Madde; Her grubun ( kesim, cemaat) ziraat sandıklarına vermekle mükellef olduğu miktar herkesin ödemesi ve tarihini belirten (açıklayan) bir müfredat defteriyle beraber nahiye müdürü aracılığıyla nahiyenin ait olduğu ziraat sandıklarına gönderilip teslim olacak ve bu konuda teslimat için bir makbuz ilmühaberi verilecektir. Buna benzer müfredat defterlerinin birer nüshası da sorumlusu tarafından saklanacaktır.
3. Madde; İş bu kanunun 2. maddenin (1.) fıkrası hükmünce tarım kesiminin ziraat sandıklarına ödemekle mükellef olacakları akçenin ödeme süresi, sandıkların mevcut sermaye miktarları yardım kesintisine miktarı tahakkuk edecek dereceye ulaşıncaya kadar uzatılacak ve her halükarda uzatma süresi 5 yılı geçmeyecektir.
ÜÇÜNCÜ BÖLÜM
( Ziraat Sandıklarının çeşitli kesimleri, idare biçimi hakkındadır.)
4. Madde; Rumeli Şarki dahillinde bulunan ziraat sandıkları iki sınıfa ayrılır. Birinci sınıf, sermaye miktarları 1 milyon kuruştan fazla olanlar, ikinci sınıfa da böylece sermaye miktarları 1 milyon kuruştan az olanlar dahil edilir.
5. Madde; Ziraat Sandıklarının mahalli idareleri kaza idare meclislerinin ikametgahları merkezinde bulunacaktır.
6. Madde; Tarım kesiminin ihtiyaçlarını temin etmede kolaylık ciheti nazarı dikkate alınarak sancak dahilinde nerelerde ve ne kadar ziraat sandıklarının konulup, kurulması maddesinin kararlaştırılması Meclis Sandıklarının ileri gelenlerinin görevlerindendir.. Bununla beraber sermayenin sınırlarının derecesi ve birde işlem kanununun 2. maddesinde gösterilen ödeme zamanlarıyla, sermaye miktarının yeterli miktara ulaşması hususlarını dahi söz konusu meclisler tayin edeceklerdir.
DÖRDÜNCÜ BÖLÜM
( Sandık eminlerinin seçilmesi hakkındadır.)
15. Madde; Sandık eminliğine seçilip, tayin olacak kimselere kefalet edecek olanların, her yönüyle sorumluluğu üstlendiklerine dair resmi bir senet vermeleri zorunludur. Söz konusu kefalet senedi sancak komisyonuna verilip, sandık eminin memuriyetinin tamamlanmasıyla beraber, sandığın kayıt işlemleri ve belgeleriyle, nakitti halefine devir ve teslim oluncaya kadar, söz konusu senedin adı geçen komisyonun ( Sancak komisyonu) korumasına verilir.
Yukarıda açıklanan senet ve imza komisyona teslim edilip verilmedikçe sandık eminliğine seçilenlerin görevlerini ifaya başlamaları yasaktır. Sandık eminleriyle kefillerinin yerli ahaliden olmaları şarttır.
