Caminin banisi hakkında belge bulunmamakla birlikte, tarihin seyri göz önüne alındığında bu kıymetli eseri Koca Sinan Paşa lakaplı ve hayır eserleri ile ünlü devlet adamının yaptırmış olduğu kuvvetle muhtemeldir. Zira bu paşanın Kastamonu Sancak Beyliği yaptığı dönem ile caminin yapılış tarihi aynı zamana denk gelmektedir. Camiyi yapan mimarın, temeli atıldıktan sonra ortadan kaybolduğu ve yedi yıl sonra gelerek inşaata başlayıp tamamladığı; bununla temelin sağlam olmasını amaçladığı halk arasında söylenmektedir. Gerçekten muazzam bir eserdir. Her yanı ile üzerinde çok çalışılması, incelenmesi lazım gelen bir eserdir.
