Ayet
لَا يَغُرَّنَّكَ تَقَلُّبُ الَّذ۪ينَ كَفَرُوا فِي الْبِلَادِۜ
﴿١٩٦﴾
مَتَاعٌ قَل۪يلٌ ثُمَّ مَأْوٰيهُمْ جَهَنَّمُۜ وَبِئْسَ الْمِهَادُ
﴿١٩٧﴾
لٰكِنِ الَّذ۪ينَ اتَّقَوْا رَبَّهُمْ لَهُمْ جَنَّاتٌ تَجْر۪ي مِنْ تَحْتِهَا الْاَنْهَارُ خَالِد۪ينَ ف۪يهَا نُزُلاً مِنْ عِنْدِ اللّٰهِۜ وَمَا عِنْدَ اللّٰهِ خَيْرٌ لِلْاَبْرَارِ

İnkâr edenlerin (gönüllerince) diyar diyar dolaşmaları sakın seni yanıltmasın;

Kısa süren bir faydalanma... Sonra sığınakları cehennem. Ne kötü bir mesken!

Fakat rablerine karşı gelmekten sakınanlara, Allah katından bir ikram olarak, altından ırmaklar akan cennetler vardır; orada temelli kalacaklardır. Allah katındaki mükâfat iyi kimseler için daha hayırlıdır.
Tefsir (Kur'an Yolu)
Her ne kadar söze Hz. Peygamber’e hitap eden bir ifade ile başlanmışsa da asıl muhatap ümmetidir. Râzî’nin kaydettiğine göre bazı müminler ticaretle uğraşan Mekke müşriklerinin nimetler içerisinde yaşadıklarını görünce, “Allah’ın düşmanları refah içinde yaşıyorlar, biz ise açlıktan ve takatsizlikten ölüyoruz” demişler, bunun üzerine bu âyetler inmiştir. Bunların zengin yahudilere imrenenler hakkında indiği de söylenmiştir (IX, 152). 196. Âyet, Hz. Peygamber’in şahsında müminleri teselli etmekte ve kâfirlerin yeryüzünde nimetler içerisinde dolaşmalarına aldanmamalarını tavsiye etmektedir. Çünkü onlara verilen nimetler ne kadar çok olursa olsun geçici olup yok olmaya mahkûmdur; bu sebeple Allah katında hiçbir değeri yoktur. Nitekim 197. âyette kâfirlere verilen nimetlerin az bir dünya metaı olduğu ifade edilmiş, daha sonra da varacakları yerin cehennem olduğu bildirilerek dünya metaının kâfirler için cehennem azabına sebep olduğuna işaret edilmiştir. 178. âyette de “Onlara verdiğimiz fırsat ancak günahlarını arttırmaya yarıyor” buyurulmuştur. Oysa 198. âyette ifade buyurulduğu gibi rablerine karşı içtenlikle kulluk eden müminlere âhirette sürekli olarak içinde yaşayacakları cennet nimetleri verilecektir. Şüphesiz ki bu lutuf dünyada kâfirlere geçici olarak verilen nimetlerden çok daha iyidir.
198. âyette geçen nüzûl kelimesi “misafiri ağırlamak için ona ikram edilen yiyecek, içecek vb. ikram” anlamına gelir. Yüce Allah müminlere değer verdiği için onlara vereceği nimete bu ismi vermiştir. Nitekim Fussılet sûresinin 31-32. âyetlerinde şöyle buyurmuştur: “Biz, dünya hayatında da âhirette de sizin dostunuzuz. Orada, çok bağışlayıcı, çok merhametli olan Allah’tan bir ikram olarak sizin için canınızın çektiği her şey bulunacak, yine orada umduğunuz her şeyi elde edeceksiniz” (“ebrâr” hakkında bilgi için bk. Bakara 2/177).

لَا يَغُرَّنَّكَ تَقَلُّبُ الَّذ۪ينَ كَفَرُوا فِي الْبِلَادِۜ

مَتَاعٌ قَل۪يلٌ ثُمَّ مَأْوٰيهُمْ جَهَنَّمُۜ وَبِئْسَ الْمِهَادُ

لكن الذين اتقوا ربهم لهم جنات تجري من تحتها الانهار خالدين فيها نزلا من عند الله وما عند الله خير للابرار

Do not be fooled by those who disbelieve (in their hearts) wander around the land;

A short exploitation ... Then hell shelters. What a bad abode!

But for those who refrain from opposing their lords, there are gardens with rivers flowing under them as a treat from Allah; they will remain there forever. Reward in the sight of Allah is better for good people.
Tafsir (The Way of the Qur'an)
Although the word Hz. Although it begins with an expression that addresses the Prophet, the real addressee is his ummah. According to Razi, when some believers saw that the Mecca polytheists who dealt with trade were living in blessings, they said, "The enemies of God live in prosperity, and we die of hunger and weakness", upon which these verses were sent down. It is also said that these were sent down to rich Jews about those who envied (IX, 152). 196.The verse, the Prophet. He consoles the believers in the person of the Prophet and advises them not to be deceived by the unbelievers wandering around in the blessings of the earth. Because no matter how much the blessings given to them are temporary and doomed to disappear; For this reason, it has no value in the sight of Allah. As a matter of fact, in the verse 197, it is stated that the blessings given to the unbelievers are a small world commodity, and then it is stated that the place they will reach is Hell, and it is pointed out that the world commodities cause hell torment for the unbelievers. In verse 178, it is stated that "the opportunity we give them only serves to increase their sins". However, as it is stated in verse 198, believers who sincerely worship their lord will be given the blessings of the paradise in the hereafter. Surely, this grace is much better than the blessings temporarily given to the disbelievers in the world.
The word "nuzul" in verse 198 is "food, drink etc. offered to the guest to entertain him." means "catering". Almighty Allah gave this name to the blessing he will give to believers because he values them. As a matter of fact, 31-32 of the chapter of Fussilet. In his verses, he said: “We are your friends in the life of this world and in the hereafter. There, you will find everything that you crave for you as a gift from Allah, who is very forgiving, very merciful, and you will get everything you hope there ”(for information on" marbled ", see Baqara 2/177).
