Çünkü, çoğu personel yeterliliğe göre değil siyasi görüş doğrultusunda bir partinin listesine göre alımlar yapılması, sağlık kalitesini çok düşürmüş. İyi niyetli esas personel ise bu durumdan çok rahatsız ve görevlerinde çok tatminkar olamıyorlar. Vatandaş ta böyle olunca, genelde Artvin Devlet Hastanesi.ne gidiyor.
