1890 yılında Samsunlu Banker Borluoğlu (j.) tarafından inşa ettirilen bina ayrık düzende yapılmış 19.yy Fransız mimarisi izlerini taşıyan bir yapıdır.
Rumların 1924 yılında gerçekleştirilen mübadele sonucunda Samsun’u terk etmesiyle Milli Emlak’a geçen binada 1936 yılına kadar Nasuhi Erzurumluoğlu kiracı olarak oturmuştur.
1937 – 1938 ders yılında “Ticaret Ortaokulu” bu binada eğitim öğretime başlamıştır. 1965 – 1966 ders yılında, yeni yaptırılan binasına taşınan Ticaret Lisesi’nin boşalttığı binaya “Namık Kemal Ortaokulu” yerleşerek eğitim – öğretimini sürdürmüştür. 1967 – 1968 ders yılında “Namık Kemal Ortaokulu” yeni yapılan binasına geçmiştir.
Boş ola binada daha sonra sırasıyla; “Halk Eğitim Merkezi”, “Samsun Öğretmenevi”, “Öğretmen Sağlık Merkezi” yer almış ve son olarak restore edilen binaya “Samsun Kültür ve Turizm İl Müdürlüğü” taşınmıştır. (Baki SARISAKAL)
 History of the Building (Borluoğlu House)
The building, which was built in 1890 by Banker Borluoğlu (j.) from Samsun, is a structure that carries the traces of 19th century French architecture.
Nasuhi Erzurumluoğlu lived as a tenant in the building, which was transferred to the National Estate after the Greeks left Samsun as a result of the population exchange in 1924.
In the 1937-1938 academic year, the "Trade Secondary School" started education in this building. In the 1965-1966 academic year, "Namik Kemal Secondary School" settled in the building emptied of the Commercial High School, which was moved to its newly built building, and continued its education. In the 1967-1968 academic year, "Namik Kemal Secondary School" moved to its newly constructed building.
In the empty building, then respectively; "Public Education Center", "Samsun Teachers' House", "Teacher Health Center" took place and lastly, "Samsun Culture and Tourism Provincial Directorate" was moved to the restored building. (Baki SARISAKAL)
