Bursa 1. Noteri Gifted children differ markedly from their peers in terms of their characteristics and needs. Children with this feature need to be supported with different educational programs that develop their own potential. In the current laws and regulations of our country, there are a limited number of non-deterministic and non-functional articles for gifted children. At this point, it is important to know which rights should be offered by the state to gifted children and their families. In this study, the rights of gifted children were examined within the framework of basic concepts and international conventions. From the Republican era to the present, gifted individuals have been the most overlooked group in the field of special education. Curriculum implemented in our national education system cannot adequately meet the educational needs of gifted students, as they are prepared by taking into account the learning capacities of normal students. In this context, strategic suggestions are needed in order to design programs and institutions for gifted students, as well as to diversify the existing environments to suit these students. In this study, suggestions for Turkey in the education of gifted students, which are compatible with the examples and scientific findings in developed countries on the one hand, and which take into account the conditions of our country on the other, are presented as two different application areas within the scope of formal and non-formal education. On the basis of the proposals presented within the scope of formal education, there is the idea of a separate full-time school under the name of Science Academies for "extraordinarily gifted" and "gifted genius" students. Within the scope of non-formal education, it is recommended to develop and continue the Science and Art Centers (BİLSEM) project for other gifted students. Other recommended applications apart from BİLSEMs in non-formal education; universities and summer schools, programs outside of school hours, science centers, family support trainings, informal adult groups and distance education.
