★ ★ ★ ★ ★ Bisad Sanat Merkezi; Bitlis Valiliği Koordinasyonunda Bitlis Belediyesi ile İl Milli Eğitim Müdürlüğü proje ortaklığıyla Bitlis Kültür ve Sanat Derneği (Bisad) tarafından gerçekleştirilen Kalkınma Bakanlığının SODES (Sosyal Destek Programı) kapsamında finanse ettiği Kültür/Sanat Projesidir. Proje dahilinde 1899 yılında Abdülhamid Han tarafından yaptırılan Tarihi Eski Belediye Binası Sanat Merkezine dönüştürülmüştür. Eylül 2015-Eylül 2016 projenin kurulum ve alt yapı saglamlistirma çalışması olup, halen kültürel ve sanatsal faaliyetlere devam edilmektedir. Nisan 2018 tarihi itibariyle Bisad Sanat Merkezi Tarihi Eski Belediye Binasından yine Tarihi olan Eski Sinema Binasına taşınmıştır ve faaliyetlerine burada devam etmektedir. Bisad Sanat Merkezinde; Bağlama, Gitar, Arbane, Resim Ebru, Halkoyunlari, Fotoğrafçılık, İşaret Dili Eğitimi, Yabancı Dil Eğitimi, El Sanatları, Tiyatro gibi dallarda halka ücretsiz kurslar açılmakta, Tiyatro Gösterisi, Halkoyunlari Gösterisi, Müzik Dinletisi, El Sanatları ve Resim Sergileri gibi birçok faaliyet gerçekleştirilmektedir.
 Bisad Art Center; In the coordination of Bitlis Governorship, Bitlis Municipality and the Provincial Directorate of National Education are the Culture / Art Project funded by the Ministry of Development under the SODES (Social Support Program) by Bitlis Culture and Art Association (Bisad). Within the scope of the project, the Old Town Hall, which was built in 1899 by Abdülhamid Han, was transformed into an Art Center. September 2015-September 2016 is the installation and infrastructure work of the project and still continues its cultural and artistic activities. As of April 2018, the Bisad Art Center has been moved from the Old Town Hall to the Old Cinema Building, which is also Historical and continues its activities here. Bisad Art Center; In the fields such as Baglama, Guitar, Arbane, Painting Ebru, Folkdance, Photography, Sign Language Education, Foreign Language Education, Handcrafts, and Theater, there are free courses open to the public, and many activities such as Theater Show, Folk Dance Show, Music Concert, Handicrafts and Painting Exhibitions are held. .
