Bilal-i Habeşi Makamı ve Mescidi, Ulu Caminin arka tarafında bulunmaktadır. Peygamberimiz ' in müezzini olan Bilal-i Habeşi'nin Hz. Ömer zamanında feth edilen yerleri ziyareti esnasında Tarsus'a geldiği, şimdiki makamı ve mescidi bulunan yerde ezan okuyup, namaz kıldırdığı için önce 7. Yüzyılda makamı, daha sonra 16.yüzyılda da mescidi inşa edilmiştir. Mescidin üstü büyük bir kubbeyle örtülüdür. İçeride Bilal-i Habeşi'ye ait makam kısmı vardır. Osmanlı arşiv belgelerinde, 1519 tarihinde Bilal-i Habeşi makamı adına bir vakfın kurulduğu anlaşılmaktadır. 2013 yılında restore edilmiştir.

Tarsus’ta makamının bulunması ise şöyle anlatılmaktadır; Hz. Ömer (r.a) zamanında fethedilen yerleri ziyaret eden Hz.Bilal-i Habeşi(r.a) Tarsus’a gelmiş ve burada “Kırk Kaşık” denilen yere yakın yani şimdiki makamının bulunduğu yerdeki misafirhanede 18 gün kalmıştır. Daha sonra bu misafirhane mescide çevrilmiştir ve yanına kuyu yapılmıştır. Halk arasında bu kuyunun şifalı olduğu söylenmektedir. Gerçekten Tarsus, tam olarak Müslümanların eline Abbasiler döneminde geçse bile ondan önce hicretin XV. Yılında Hz. Ömer (r.a) zamanında İslam orduları Tarsus yakınlarına kadar gelmiş, hatta buraları feth etmiştir. Şam tarafına fetihle görevlendirilen Ebu Ubeyde bin Cerrah ve Halid İbn-i Velid (r.a)’in kumandanlıklarındaki İslam Ordusu, Ceyhan Nehri’nin menbaı taraflarından bu havaliye girmişler ve Misis Kalesini almışlardır. Ayrıca Habib b.Mesleme ile Muaviye b.Ebu Süfyyan kumandanlıklarındaki diğer İslam ordusu, İskenderun ve Payas’ı feth ederek Anavarıza kalesini ve Anavarızayı da İslam topraklarına katmışlardır.(Adana Salnamesi) Bu nedenle Hz. Bilal’in Tarsus’a kadar geldiğinde şüphe yoktur. Hz.Bilal-i Habeşi’nin bu mukaddes yeri ziyaretten dolayı o dönemdeki misafirhanenin mescide dönüştürülmesi ve buraya temsili kabir yapılması makam olduğunun göstergesidir.

In addition, Habib b.Mesleme and the other Islamic army under the command of Muawiya b.Ebu Sufyyan conquered Iskenderun and Payas, and annexed the Anavariza Castle and Anavariza to the Islamic lands. There is no doubt when Bilal comes to Tarsus. The conversion of the guesthouse of that period into a mosque and making a representative grave here due to the visit of the Prophet Bilal-i Habeşi to this holy place is an indication that it was an authority.
