Gençlik ve Kültür Evi oluşumları, Güneydoğu Anadolu Bölgesinde GAP projesinin uygulanması ile birlikte bölge illerinde sosyo-kültürel gelişimi sağlamak amacı ile kurulan kuruluşlardır. Özelde bireylerin, genelde yörenin ve ülkenin sosyo-kültürel gelişimine katkıda bulunacak birçok sosyal sorumluluk faaliyeti geliştirilmekte olup; gerek yöre gençleri, gerekse üniversitesi gençliği tarafından aktif olarak kullanıma cevap veren bir durumdadır.
 Adıyaman Youth and Culture House; T. C. The Ministry of Industry and Technology is a subsidiary affiliated to the GAP Regional Development Administration. The Youth and Culture House formations are the establishments established in Southeastern Anatolia Region with the aim of providing socio-cultural development in the provinces of the region with the implementation of the GAP project. Many social responsibility activities are being developed that will contribute to the socio-cultural development of individuals, in general, the region and the country in particular; It is in a state that responds actively to use by both local youth and university youth.
