Bayındırlık ve İskan bakanlığı kapatılarak bu bakanlığa ait görevler bu yeni Bakanlığa devredildi. Ancak 4 Temmuz 2011 tarihli Resmi Gazetede, iki KHK yayımlanmıştır. 644sayılı KHK ile Çevre ve Şehircilik Bakanlığı, 645sayılı KHK ile Orman ve Su İşleri Bakanlığı kurulmuştur. 644 sayılı KHK, 8 Haziranda yayımlanan 636 sayılı KHK'yı bütünüyle yürürlükten kaldırmıştır.
The Ministry of Environment, Forestry and Urbanization was established with the Decree Law on the Organization and Duties of the Ministry of Environment, Forestry and Urbanization, published in the repeated Official Gazette of 8 June 2011. The Ministry of Public Works and Settlement was closed and duties of this ministry were transferred to this new Ministry. However, in the Official Gazette dated July 4, 2011, two Decree Laws were published. 644 numbered Decree and Ministry of Environment and Urbanization, 645 numbered Decree and Ministry of Forestry and Water Affairs were established. Decree No. 644 completely abolished Decree No. 636, published on 8 June.
